Market Octavia

PROJECT UPDATES

In April, 2008, the Mayor and the Board of Supervisors enacted the Market Octavia Better Neighborhoods Plan. The Market Octavia Plan is a culmination of an 8 year community planning effort led by the City and the effected neighborhoods. The adoption of the plan will now allow for implementation of the long-range vision for these neighborhoods along Market Street and the new Octavia Boulevard, including Hayes Valley, the Castro, Duboce Triangle and parts of the Civic Center. Benefits of the plan include an additional 6,000 units of new housing; a comprehensive infrastructure improvement plan and approximately $85 million in funding to help build these improvements; and additional opportunities and funding for affordable housing.

Adoption of the Market Octavia Plan also allows for the completion of the Octavia Boulevard project, notably the 900 units of housing and affordable housing along the former Central Freeway right of way. OEWD will lead the effort sell the remaining 11 land parcels to develop this housing. Proceeds from the land sales will be utilized to support affordable housing development on the excess parcels and to make public space and street improvements in the neighborhood, including a new skatepark under the new freeway ramp at Duboce and Mission, repaving Van Ness Avenue, and a new community garden at McCoppin and Valencia Streets.

  SKATE PARK DEVELOPMENT
OEWD is leading the City's effort to re-use the areas under the newly constructed Central Freeway for a skate park and other suitable recreational uses.  These parcels present an opportunity to create active, vital open spaces that the neighborhood currently lacks, while improving safety in the surrounding area.  On 6/9/08, OEWD issued an RFP to hire a skate park designer to further the community's vision to activate these areas underneath the freeway.  The RFP and related documents are available above.
