Host City Planning and Preparation for the 34th Americas Cup
Welcome to the City's information center for the 34th America's Cup planning process. Official documents, notices and schedules of public meetings will be posted here as the City works to review, analyze and prepare for the arrival of a new era of America's Cup racing in the unparalleled setting of San Francisco Bay. The year 2011 is a pivotal period for this effort, which includes the completion of environmental review prior to approvals of the various agreements and plans called for under the Host and Venue Agreement signed by the City, the America's Cup Organizing Committee and the America's Cup Event Authority.

------------------------------------------------------------------------------December 16, 2011: Environmental Impact Report Approved by Planning Commission; Port Commission Approves Cruise Ship Terminal; Mayor Salutes America's Cup Project Agreement
Last night the Planning Commission unanimously certified the Final Environmental Impact Report for the America's Cup Events and James R. Herman Cruise Ship Terminal and Northeast Wharf Plaza, voting 5-0 to adopt the findings and approve the report (see http://www.sfmayor.org/index.aspx?page=628).
Then, this morning the Port Commission approved the new Cruise Ship Terminal (see http://www.sfmayor.org/index.aspx?page=629) and the Mayor announced the details of the project agreement (see http://www.sfmayor.org/index.aspx?page=629).

------------------------------------------------------------------------------December 8, 2011: Draft Zero Waste Plan Posted
The City today posted the draft Zero Waste Plan. Originally posted as the Waste Management Plan in March 2011, the title of the plan has been changed to reflect SF Environment’s core values and goals. This plan is not yet final. This draft is being made available for public review and public comments invited at americascup@sfgov.org through December 31, 2011. In January a revised draft will then be prepared and posted in an effort to incorporate public comments and further dialogue among the parties as to responsibilities.
------------------------------------------------------------------------------December 1, 2011: Draft Parks Event Operations and Water and Air Traffic Plans Posted
The City today posted draft copies of the Parks Event Operations and Water and Air Traffic Plans for public review.
The Water and Air Traffic Plan provides guidelines for adequate and safe access to the race course area; sets forth provisions for exclusive use of the race course area by AC34-related water transportation; and establishes effective enforcement mechanisms for traffic controls in the airspace and water space for the AC34 events. The plan also identifies ways to manage and disseminate information regarding water- and air-related operations for the AC34 events as well as educational materials regarding the protection of Bay resources, including water quality and biological resources.
The Parks Event Operations Plan coordinates actions to take place on park lands to reduce potential environmental impacts and create a positive spectator experience during the AC34 events while respecting the needs of other incidental visitors that may be in affected areas.

------------------------------------------------------------------------------October 17, 2011: Draft Sustainability Plan Posted
The America's Cup Event Authority has posted its Draft Sustainability Plan. You can read the full Draft Sustainability Plan here. Developed by the America’s Cup Event Authority, in consultation with the San Francisco Department of the Environment and other relevant event delivery partners, it outlines the approach to delivering a sustainable 34th America’s Cup in San Francisco. The Draft Sustainability Plan will mature over time and with input from stakeholders, especially as new knowledge is gained and innovations are developed to improve event sustainability performance.

------------------------------------------------------------------------------September 30, 2011: People Plan and Public Safety Plan Accepted by Event Authority
The People Plan and Public Safety Plan were accepted by the America's Cup Event Authority (ACEA) on September 30, 2011. The first two of the eleven implementation plans accepted by the ACEA, these plans describe the City's strategy for providing access to and public safety during the 34th America's Cup Events. Copies of the People Plan and Public Safety Plan are available for public review through the links at right.

Just added at right is a schedule of upcoming milestones, including tentative dates for the public posting of the People, Sustainability, Workforce Development, Youth Involvement and other Plans called for in the Host and Venue Agreement as well as target dates for public hearings on the state and federal environmental review and permitting processes.

Now uploaded on this site (see Downloads at right) is Progress Report #3 of the 34th America's Cup "People Plan" -- which focuses specifically on transportation.
Together with Progress Report #1 and #2, this update provides a synopsis of transportation comments from the public received on the People Plan since March 31, 2011.
These comments have come from members of the general public, businesses, community groups, advocacy groups and from the transportation and planning agencies in San Francisco and around the Bay Area.
To advance our goal of completing the People Plan by September 30, 2011, this Report outlines new text and graphics to the sections that address:
• Public Safety
• Pedestrian and Bicycle Projects
• Transit Service Plan and Fiscal Assessment
• Additions to Transportation Demand Management Policies
• Additional Policies on Access Modes and Viewing Locations

------------------------------------------------------------------------------ July 11, 2011: Issuance of Draft Environmental Impact Report and Interactive Summary of America's Cup Implementation Plan
Today the City issued the Draft Environmental Impact Report (Draft EIR) for the 34th America's Cup, the James R. Herman Cruise Ship Terminal and the Northeast Wharf Plaza. This 2,271-page document includes a detailed description of the project, its environmental setting, anticipated impacts to everything from air and water quality to cultural resources, and a set of mitigation measures and alternatives to minimize the impacts of the events. You can download the Draft EIR from the Planning Department's website here. The public hearing on the Draft EIR will be held at the Planning Commission in City Hall, Room 400 on August 11, 2011, at noon or later. All written comments on the EIR should be addressed to Bill Wycko, Environmental Review Officer, San Francisco Planning Department, 1650 Mission Street, Suite 400, San Francisco, CA 94103 by 5:00PM on August 25, 2011 or sent by email to Joy Navarrete, CEQA coordinator for the project, at joy.navarrete@sfgov.org.
The City has also issued an interactive PDF to provide background information regarding eleven key Implementation Plans under development as part of the City's preparations to host the America's Cup, each relating to a specific subject matter area (i.e. workforce development, waste management, public safety, etc.). The interactive PDF can be found at the downloads bar on the right, or can be downloaded here. The intent of this file is to provide an accessible way for interested members of the public to learn more about the objective of each of these plans, how they relate to each other, and how they relate to the broader planning and environmental review processes for the America's Cup events. For each plan the PDF includes a description of the Plan, the Responsible Parties, a Timeline for completion and a link to the Plan if a draft is already complete.

July 8, 2011: People Plan Status Update #2 Download the Americas Cup People Plan Progress Report #2
Now uploaded on this site is Progress Report #2 of the 34th America's Cup "People Plan" -- which focuses specifically on transportation.
As with Progress Report #1, this update provides a synopsis of transportation comments from the public received on the People Plan since May 18, 2011.
These comments have come from members of the general public, businesses, community groups, advocacy groups and from the transportation and planning agencies in San Francisco and around the Bay Area. As such, they have been especially helpful in guiding:
• revisions and refinements of the People Plan, including maps and graphics • the on-going analysis of the environmental review process underway at the Planning Department, • the transit service plans proposals by the local and regional transportation agencies.
To advance our goal of completing the People Plan revisions by September 2011, this Report outlines new text and graphics to the draft People Plan sections that address:
• Public Transit • Pedestrians • Bicycles • Automobiles and Parking • Accessibility • Transportation Demand Management (including communication, marketing, employee transportation, parking, etc.)

May 19, 2011: People Plan Status Update #1 Download the Americas Cup People Plan Progress Report #1
In the time since the initial draft People Plan was issued for public review and comment on March 31, 2011, the City has received a wide range of feedback via public outreach, comments submitted to http://americascup2013.wordpress.com/, and emails sent to americascupsf@sfgov.org. Today we post the initial status update showing the further development of the strategies of the People Plan. The update summarizes comments received to date and in some cases includes preliminary responses. This update has been published in order for the public and other stakeholders to get a sense of the reaction to the ideas set out in the initial draft Plan and to identify places where further input may be needed.
As of today the City is planning two more status updates. Status Update #2, targeted for the second half of June, will include a summary of further public feedback as well as updates on discussions with the City's regional transportation partners. Status Update #3, targeted for August, will include a more comprehensive review of the structural changes and additions to the People Plan based on the initial rounds of public feedback as well as further technical analysis by SFMTA and through the environmental review process. Under the America's Cup Host and Venue Agreement the Plan is scheduled to be finalized and accepted by September 30, 2011.

Update: On March 31, 2011 the City delivered the People Plan to the America's Cup Event Authority outlining the City's plan for transporting the spectators and participants to and from the northeastern waterfront for the 2012 World Series and 2013 America's Cup sailing regattas on San Francisco Bay. --------------------------------------------------------- On December 31, 2010, the Golden Gate Yacht Club and the America's Cup Event Authority announced that the 34th America's Cup would be held in the San Francisco Bay. Planning and preparation for the 2013 event are underway.
The San Francisco Bay forms a natural amphitheater for exquisite, viewable racing. From the public shoreline, including Marina Green, Crissy Field, to the Marin headlands, Angel Island, Alcatraz and Fisherman’s Wharf, to its skyscrapers, the viewing platforms are unlimited. This combined with the City’s existing hotel, restaurant and cultural infrastructure, makes San Francisco the world class city it is and an ideal host for the America’s Cup.
The City has extensive recent experience in hosting major international sporting events, including the 2008 Beijing Olympic Torch Relay, Major League Baseball All Star Game, PGA Tour President’s Cup, and the AMGEN Tour of California. In 2003, San Francisco hosted the highly successful Moet Cup – a “friendly” regatta between the then America’s Cup defender, Team Alinghi, and BMW ORACLE Racing.
In addition to experience, the Bay Area as a center for innovation has great resources to support Mr. Ellison’s vision for incorporation of new technologies and media into the America’s Cup.
A recent study on the economic impacts of an America's Cup in San Francisco estimates the significant financial benefits to the local, state and federal economies to be $1.4 billion and nearly 9,000 jobs.
The San Francisco America’s Cup Organizing Committee (ACOC) was formed in 2010 to marshal the private and corporate support necessary to win the campaign. Now that San Francisco has been selected as the host city, the ACOC will continue to work to fulfill their duties, as delineated in the Host City and Venue Agreement.
